Today, I’m talking with Representative Ro Khanna, a Democrat from California. He’s been in Congress for eight years now, representing California’s 17th District, which is arguably the highest-tech district in the entire country. You’ll hear him say a couple of times that there’s $10 trillion of tech market value in his district, and that’s not an exaggeration: Apple, Intel, and Nvidia are all headquartered in his district, along with important new AI firms like Anthropic and OpenAI.
I wanted to know how Khanna thinks about representing those companies but also the regular people in his district; the last time I spoke to him, in 2018, he reminded me that he’s got plenty of teachers and firefighters to represent as well. But the politics of tech have changed a lot in these past few years — and things are only going to get both more complicated and more tense as Trump and Biden head into what will obviously be a contentious and bitter presidential election.

Rep. Tom Emmer, R-Minn., newly elected House GOP whip and a member of the House Financial Services Committee, has long been at the forefront of shaping the conversation regarding the regulation of cryptocurrencies and digital assets in the United States.
In this episode of The Scoop, Rep. Emmer provides an overview of how Congressional attitudes towards crypto are shifting in light of the tumultuous events of 2022, and how the new asset class is gaining support across the political spectrum.
According to Emmer, the Congressional Blockchain Caucus has been spreading the message that the collapse of FTX is not representative of the broader crypto industry:
"We have been pushing back on this nonsense that FTX is indicative of crypto. It's not. It is as old as finance, it is centralized finance, and the abuses that happen when you have an opaque operation with a very small group of people that are running it on the inside."
Congressional inquiries regarding regulators' lack of oversight in the case of FTX have come from both sides of the aisle, with Democratic Rep. Ritchie Torres (NY-15) officially calling on the US Government Accountability Office to investigate the SEC.
Despite representing opposing political parties, Rep. Emmer explains that crypto is one issue where he and Rep. Torres see eye-to-eye:
"Ritchie Torres and Tom Emmer could not be more different — where we come from, our lives, from what I know — and yet, we could not be more alike when it comes to this issue of crypto."

With just two weeks until the election, talks over a stimulus deal remain ongoing, with negotiations having picked up between House Speaker Nancy Pelosi and Treasury Secretary Steven Mnuchin. On this week’s interview episode, Nilay is joined by Rep. Ro Khanna (D-CA) and Verge policy reporter Makena Kelly to discuss Congress’ plans to regulate Big Tech in the new year. Earlier this month, Democrats were able to take back a majority in the House of Representatives, and after blockbuster events this year like Facebook’s Cambridge Analytica scandal, lawmakers are gearing up to rein in these Silicon Valley giants.
Khanna, who represents the California district that houses the Apple and Google campuses, was tasked with developing a set of principles these companies should abide by when it comes to issues like privacy, net neutrality, and anti-competitive behavior. He made the rounds, consulting with think tanks, the creator of the World Wide Web, Tim Berners-Lee, and the tech companies themselves. From those discussions, Khanna was able to put forth a framework of 10 rights US citizens should have when they’re on the internet.
Khanna’s set of principles is called the “Internet Bill of Rights,” and with Democrats recapturing the House, tech leaders like Khanna have a chance to codify ideas like these into laws.
